High Acres Landfill Operational Update 4/5/24

Operations Update:

Week of 4/1/2024

Daily Operations:

The active working face is currently located in cells 11, 12 and 13. The working face is processing both rail and street volume and is utilizing clean soil, approved alternative daily cover and the Envirocover machine. The perimeter water/vapor-based neutralizer systems, and truck wash are also in operation.

NYSDEC Odor Hotline and Verification System: (585) 453-2416

A dedicated odor hotline and verification system for residents to report and record any concerns regarding High Acres Landfill and its operation.

Construction Activities:

Temporary odors may occur during trenching and construction activities that are necessary for project completion and future improvements.

Cell 15A-1 – Q1 2024 completed stormwater pump, early Q2 will start construction of 10 acres of dual composite liner system with a leachate rise house.

East Perimeter Berm Construction – Early Q2 2024 start excavation and structural fill placement to complete the landfill’s perimeter road including stormwater infrastructure.

Renewable Energy Powerplant and Landfill Gas Management:

Continuous use of gas collection wells and flares for odor control. Ongoing work includes raising gas collection wells, installation of additional horizontal gas collectors, installation of gas vacuum lines, and upgrades to the gas collection wells for drainage and collection enhancement. Well-raising is a daily activity in coordination with filling operations.

We are currently planning on conducting the High Acres annual high voltage Inspection for the Gas-to-Energy Facility on April 11 and 12th 2024.

Our contractor will be on-site to conduct the plant inspection and certification to allow the transfer of power to the grid. As in the past, this testing will require the temporary shutdown of most of the incoming power to the site. We anticipate the incoming power feed to go down around noon on Saturday and periodically throughout the scheduled testing period.

We will have Gas Technicians on site throughout the weekend to minimize any disruptions. The open flare will be online, and we will utilize backup power to the enclosed flares from the generator when it can be safely employed. This should minimize any possible gas-related odors.

WM has invested over $2.3 million in 2023 into the HALRC gas collection and control system. Most notably a new flare adjacent to Perinton Parkway was commissioned in November. This new flare will allow WM the flexibility to apply greater amounts of influence on the waste mass and destroy higher volumes of landfill gas. Technicians are working diligently to rebalance the field. Some instabilities are expected while this effort takes place. In addition, an upgrade to the LFG conveyance infrastructure has begun. This project will provide greater amounts of opportunity to expand the collection system in the future.
